Why 350 × 350
UPSC asks for a square photograph, between 350x350 and 1000x1000 pixels, which is unlike almost every other Indian exam portal. Candidates who bring an SSC-shaped 200x230 or a 35x45 mm passport photo have it rejected for the shape alone.
The weight has a floor too, 20 KB, as well as the 300 KB ceiling. The background must be white or off-white, and the signature that goes with it is a separate file at its own size. UPSC also rejects typed or digital signatures outright.
What happens to an image that is not 1:1
Three things can be done with a photograph that does not match the frame, and only one of them is usually right.

The ratio here is 1:1. The closer your source is to it, the less the fill mode has to trim. A photograph shot in the right orientation loses almost nothing.
The weight is a band, not a ceiling
This form wants the file between 20 KB and 300 KB. Both ends are enforced, and a file under 20 KB is rejected exactly like one over 300 KB. That catches people out, because every other tool treats the number as a ceiling and hands back the smallest file it can manage.
Both boxes below are already filled in. Your browser searches for the highest quality that still fits under 300 KB, and if the result comes out under 20 KB it spends the remaining headroom on quality to climb back into the band. A clean scan of a signature sometimes cannot reach the floor at 350×350 whatever the quality, because there is simply not enough detail in it. The row says so when that happens, instead of padding the file with junk to make the number look right. Rescan at a higher resolution, or in colour rather than black and white, and bring it back.
Questions
+ Will my image be stretched?
No. The default mode scales the image until it covers the frame and then trims the overflow from the centre, so proportions are kept. Stretching is available in the mode selector, but it distorts anything recognisable and is almost never what you want.
+ What if my photo is smaller than 350×350?
It is enlarged to fill the frame. Enlarging cannot add detail that was never captured, so the result will be softer than a photograph taken at that size. The frame will be correct, but start from the largest original you have if you can.
+ Are my images uploaded?
No. The resizing happens in your browser on your own processor. Nothing is sent, there is no queue, and the page carries on working if you disconnect from the internet.
+ Can I resize a whole folder at once?
Yes. Drop in as many as you like, or on Chrome and Edge use "Open a folder" to read every image in a folder and write the results straight back into a folder you choose, with no ZIP in between.
+ Is there a watermark or a sign-up?
Neither. There is no account and no watermark, and nothing is capped.
